Unable to assign orders to Picker?

While assigning multiple orders to pickers, and if any pop-up shows "Some shipments are without locations, we are trying generating again, Please try after some time!" 

This is not an issue.
This happens when some orders have not got order item locations. So during assign-> they re-generate the order item locations
Once generated, they can be assigned again
